Add in an SSD after that and the load times will be a tad faster but not as dramatic as from a console to the PC. Getting my SSD only a few days after GTA V releases. If it's using 100% of your HDD then it's likely trying to read information off of your HDD faster than it's able, bringing about the stuttering.
